MINUTES – GENERAL MEMBERSHIP MEETING

 

March 20, 2025


Lloyd Cox called the meeting to order at 7:04 pm at Merrifield P & D C in Merrifield, VA. The following officers were present: Lloyd Cox, President; Alice Jackson, VP of Customer Service; Deborah Farmer, VP of P&DC; Junemarie Brandt, Editor and Chief; and Joanne Farmer, Secretary/Treasurer. Committee Chairs: Harold Wade – Legislative; Andrew Martin - Membership; James Reedy – Resolution, and Kenneth Marshall - Sergeant at Arms. The following Committee Chairs were absent: Deborah Holley and Darcy Driscoll.


The agenda was read, and Alice Jackson motioned to accept the agenda as read with any additional corrections; Andrew Martin 2nd; motion passed.


The minutes were read, and Alice Jackson motioned to accept the minutes as read with any necessary corrections; James Parks 2nd; motion passed.


The Treasury Reports were read, and Deborah Farmer motioned to accept the reports with any necessary corrections; James Parks 2nd; motion passed.

Old Business

The Eastern Regional Cabinet Meeting (ERCM) was held on January 16 to 19, 2025, at the Marriott in Cleveland, OH.  The overall comments about the convention were very enjoyable, well-organized, high-tech, and informative.  The TSP speaker gave an outstanding presentationOverall, the networking was outstanding.


New Business

Proposed Changes to Constitution and By-laws – First Reading


Article XIII Dues and Assessments - Current


Section 1 Membership dues of District Branch 526 shall be $17.00 per pay period and shall be increased by a like amount when National or State per capita tax is increased.

Section 2 Associate membership dues of the District Branch 526 shall be $150.00 annually and shall be increased by a like amount when the National per capita tax is increased.


Proposed Change


Section 1 Membership dues of District Branch 526 shall be $20.00 per pay period and shall be increased by like amount when National or State per capita tax is increased.

Reason: National has increased the Per capita by a total of $4.00.


Section 2 Associate membership dues of the District Branch 526 shall be $200.00 annually and shall be increased by a like amount when the National per capita tax is increased.


Reason: National has increased the Per capita by a total of $4.00.


The 15th Annual Capitol Atlantic Area States Convention (CAASC) is being held in Virginia and hosted by Branch 526.  The CAASC will be held May 15, 2025 – May 18, 2025, at the Falls Church Marriott Fairview Park, 3111 Fairview Park Drive, Falls Church, Virginia 22042.


Our Branch General meeting will be held on Friday, May 16, 2025, at 6 p.m. at the Falls Church Marriott Fairview Park, 3111 Fairview Park Drive, Falls Church, Virginia, 22042.


Legislative Training Seminars will be held from April 6 to April 9, 2025 will at Crystal Gate in Arlington, VA.


The following members are eligible to go to the CAASC Convention: Rose Allen, Tina Barrett, Earl Baylor, Darryl Beasley, Junemarie Brandt, Lloyd Cox, Darcy Driscoll, Joanne Farmer, Deborah Farmer, Deborah Holley, Alice Jackson, Kenneth Marshall, Andrew Martin, Yvette Merkison, James Parks, James Reedy, Harold Wade, and William White.


Alice Jackson motioned to send 18 members to CAASC and Deborah Farmer 2nd; the motion passed.


Rose Allen motioned to send 2 auxiliaries to CAASC and Bill White 2nd; motioned pass.


Rose Allen motioned to purchase 10 tickets to the Branch 42 fundraiser crab feast on September 6, 2025, and Darryl Beasley 2nd; motioned passed.


On May 3 – 4, 2025, the Postal Service is having a Career Conference in Leesburg, VA.  Branch 526 has 2 tables for NAPS.  Any member who attends the Career Conference and sends their receipt to Naps Branch 526 will have their registration fee refunded.  Also, if you sign a new member, you will receive $50 from NAPS Headquarters.


Troy Griffin, the Area Vice President, Capitol Atlantic Area State, gave an update on what is going on with Headquarters and in our area.  He also stated that in 2026, there will be changes in the National Headquarters Board.  He will not be seeking re-election for Area Vice President.  He also stated that it will be Advocacy and Officer Training in October 2025 on a cruise ship.


Joanne Farmer won the $50 raffle drawing for attending the meeting.


A motion to adjourn was made at 8:26 pm by Bill White and 2nd by Tina Barrett; motion passed.
