Annual leave Carry Over Postal Policy outlined in the Employee and Labor Relations Manual (ELM) 512. Annual Leave provides the maximum annual leave carryover balance and maximum leave amount that can be requested through the annual leave exchange program. Effective immediately, a career non-bargaining employee’s carryover amount will be increased an additional 80 hours to a maximum of 640 hours. A permanent change will also be made for the Annual Leave Exchange Program. Career non-bargaining employees will be able to exchange an additional 40 hours of Annual Leave against their advanced leave accruals, to a maximum of 168 hours. In accordance with the provisions of the program, leave exchanged will be deducted from the employee’s leave balance available for use during the next leave year.
Board Memo 063-2024: Special Exempt Extended - The USPS HQ has extended the original Agreement on Exempt Managers & Postmasters Delivering Mail. Under the agreement, exempt Postmasters Level 22 and below and all exempt Station Managers of Customer Service are entitled to additional pay should the need arises where they are required to deliver mail. The USPS has extended the special exemption until July 26, 2024. As previously suggested, NAPS HQ strongly encourages all EAS that are performing craft work to properly record these hours in RADAR. This is your validation for the need to be paid.
California State Convention re-cap – The 102nd California State Convention and the 89th California Auxiliary Convention was called to order on Wednesday April 24th at the Red Hawk Hotel & Casino. Sacramento Branch 77 was the host. The theme was Western “Take Your Ride to Excellence” YEE HAW! was the call to action! NAPS guests were Chuck Mulidore, National NAPS Executive VP, Brian Wagner, NAPS Immediate Past President. Chuck Lum, Pacific Area VP and me! USPS guests bringing greetings were John Diperi, USPS Regional VP Processing Operations Western Region; Shawna Camerena, Mgr. Integration Sacramento District and Tom Lewis, Senior MDO, West Sacramento P&DC. We had two full days of training, there were 13 committees and 16 Resolutions to review. John Aceves, Past National Secretary/Treasurer provided training on resources for responding to appeals and filing EAS grievances. Delegates showed up in their Western gear and a lot of fun was had by Rufus P Justice AKA Ralph Petty Branch 77 president who issued wanted posters and locked up delegates and we all had to gather funds to bail them out of his make shift jail! All proceeds went to SPAC. There were SPAC auctions, 50-50 raffles, bake sales the final total contributions were $15,000. Additional training by each state board member was presented on various subjects. We had great fun, learned a lot, and raised a lot of money for SPAC! Marilyn Jones California State President presided over a great convention. The auxiliary also conducted their meetings and assisted NAPS with significant fundraising for SPAC.
