President’s Message

 

Greeting NAPS members, welcome to you all!

 

The USPS continues to have challenging times. I appreciate you for continuing to weather the restructuring and cost cutting. NAPS continues to fight for you, and I will continue to send out my message through emails about the current changes. Postmaster General Steiner has been issuing statements about the cash flow crunch at USPS. It remains to be seen what measures may be taken to address the ongoing economic crisis at USPS.

 

James E. Parks, Jr. Branch 526, has been very busy with advocacy for our members and ensuring that all our members impacted by the RIF process found a position. I am very happy to report that every RIF affected member was placed in a job.

 

Our branch delegates in January attended the Eastern Region Conference Meeting in Philadelphia. We had an opportunity to meet top leadership, Mike Rakes, Atlantic Area VP for Retail & Delivery and Regional Processing Operations Eastern VP David Webster.  We also heard a message from representatives of Labor Relations and Human Resources. NAPS Vice President Chuck Mulidore talked about the type of cases being handled by the NAPS Disciplinary Defense Fund and the success rate achieved by our representative Al Lum.

 

A memorial tribute was held for former Eastern Region and Capitol Atlantic Area Vice President Dorothy "Dotty" Wileman. Dotty passed away in September 2025 at the age of 85. Dotty was known as the “First Lady of NAPS.”

 

A slide show of Dotty at NAPS events was shown and each officer offered reminiscences of Dotty. Members of her family were present and were touched by the devotion of her NAPS family.

 

Dotty initiated the Eastern Region Cabinet Meeting. She felt it was meaningful that it be held on the weekend of the Martin Luther King, Jr. holiday as it provided an opportunity for education and inspiration, as Dr. King did. The Eastern Region Cabinet Meeting will now be renamed as the Dorothy "Dotty" Wileman Cabinet Meeting.

 

The March meeting will feature information from the NAPS Legislative Training Session. Learn about NAPS national legislative aims and what you can do to help educate Congress.

 

I invite you to visit our branch website at https://www.napsbranch526.org. If you can, attend a branch meeting, they are in person. It's a great way to network with other EAS employees!

The March meeting of NAPS Branch 526 will be held on Thursday, March 19, 2026, at 7:00 PM in Room 108 of the Merrifield Post Office, 8409 Lee Hwy, Merrifield, VA 22116. Networking and refreshments will begin at 6:30 pm with the meeting starting at 7:00 PM.

 PROPOSED CHANGE TO BRANCH 526 CONSTITUTION AND BYLAWS

 

Addition of language to Article XIV Section 6

 

The branch will provide mileage rates for travel to approved meetings from the centralized location of the Merrifield Plant. 

 

Current Language

 

Article XIV Section 6

 

The branch will provide per diem and mileage rates using the figures as outlined in USPS Travel Handbook, Appendix A. Per Diem @ $50 per day for each day of the meeting including first and last day of travel.
