Hello members of the National Association of Postal Supervisors, James E. Parks, Jr, Branch 526!


As Fall approaches, major changes at USPS are continuing to occur. Change is very hard to deal with, at home and certainly at work. As peak mailing season begins, remember to keep calm, keep informed, and take care of yourself. 


It was recently reported that USPS is on track to lose about $1 Billion this year. It is difficult to understand why the Postal Service is losing money after raising rates and initiating so many changes that were supposed to save money. Changes do cost money and changes keep happening, but when will the projected savings be realized? And is there any room for the frontline operational supervisors and managers to get an increase in pay? Hard work by NAPS members has kept this projected loss from being much worse. 


Shuffling the schedules or work locations of EAS supervisors, making changes to those listed on their Form 50, seems to be the flavor of the day. It must stop. The hiring official is required to inform the supervisor candidate of any unusual circumstances concerning the position that was applied for. I have pushed these involuntary reassignments actions by management up to NAPS Headquarters to add to their consultations with USPS Leadership.


The Logistics RIF is creating challenges with finding suitable reassignments for impacted employees. In some cases, USPS mangers have been attempting to force EAS to take positions not appropriate for their skills and experience. First and foremost, NAPS wants to ensure that all EAS employees facing a RIF get a job. But also, a job where their talents can best help USPS. 


Your integrity and treatment of others with respect and dignity determines how well you will succeed. Once your employees know you care about them, the more you will achieve success. 


Northern Virginia has about 100 EAS employees who are not NAPS members, sign up some of your fellow supervisors. Especially those that count on you to give them information about what is going on. New supervisors can be assisted immediately if facing adverse action, seasoned supervisors that sign up will have to wait 60 days for representation. Encourage co-workers and friends to sign up now, not wait until they get in trouble. There is strength in numbers.

This proposed amendment to the NAPS Branch 526 Constitution will disussed and voted on at the September 2023 membership meeting:

Constitutional Proposed changes


Article XIII Dues and Assessments

Section 1 Membership dues of District Branch 526 shall be $15.00 per pay period

and shall be increased by like amount when National or State per capita tax is

increased.


Proposed: 

Section 1 Membership dues of District Branch 526 shall be $17.00 per pay period

and shall be increased by like amount when National or State per capita tax is

increased.


Rationale: NAPS National Headquarters has increased the Per capita by $2 per pay period


Section 2 Associate membership dues of the District Branch 526 shall be $100.00

annually and shall be increased by a like amount when National per capita tax is

increased. 


Proposed 

Section 2 Associate membership dues of the District Branch 526 shall be $200.00

annually and shall be increased by a like amount when National per capita tax is

increased. 


Rationale: The Associate member dues need to be adjusted to reflect branch costs



Sponsor a new NAPS member and get $$$$


Signing up co-workers as NAPS members will help them and help you. NAPS is fighting to improve salaries and working conditions for all EAS employees. We continue to contest the flawed Pay For Performance system that denied EAS employee the compensation they earned. NAPS represents managers, supervisors, and postmasters in pay consultations and in disciplinary defense. NAPS Legislative efforts urge passage of laws that will benefit USPS and its employees. You will receive $25 from NAPS headquarters and an additional $25 from Branch 526 for every member you sponsor.
